Friends,

    Since being sworn in as Augusta County's 17th Clerk of Circuit Court, I have been busy getting to know the staff and inner workings of the Clerk's Office.

    My journey began by being sworn into office by 25th Circuit Chief Judge Chapman Goodwin. Other key highlights include being selected to serve on the Virginia Court Clerk’s Association Legislative Committee and attending the ceremonial swearing in for Delegate Chris Runion.

    The Code of Virginia lists over 800 separate responsibilities for the Clerk, many of which are highly complex and challenging.

    The Clerk serves as the recorder of deeds and probate judge, issues marriage licenses and is the official court administrator for all civil and criminal court cases. In this latter capacity, the Clerk creates and maintains all court files and records, prepares court orders and jury lists, contacts jurors and issues summons and court processes.

    It was an honor to be sworn in by 25th Circuit Chief Judge Chapman Goodwin, as the 17th Clerk of Circuit Court for the County of Augusta on November 19th.

    I was proud to attend the ceremonial swearing in for Delegate Chris Runion (R-Bridgewater) my representative in the House of Delegates on Sunday, January 12th with many of his constituents including Angie, my wife, and me.

    I was recently appointed as one of the 18 members to the Virginia Court Clerk’s Association Legislative Committee. In addition, I was appointed to the Budget and Fiscal Subcommittee of the Committee by the three Legislative Committee Co-Chairs.

    It is an honor to serve as a Member of the Legislative Committee for the Virginia Court Clerk’s Association.

    I look forwarding to utilizing my over 20 years of service in the House of Delegates to assist the Offices of the Clerk of Circuit Court concerning both budgetary and legislative issues during the upcoming 2020 Session of the General Assembly.

            The election is over, and the people have spoken and selected who will serve them in the various offices representing and working for the people of Augusta County. I was honored to receive the support of so many across Augusta County to be elected to serve as the 17th Clerk of Circuit Court. Let me say a sincere thank you each one who supported my candidacy and let me also say to those who supported one of the other candidates it is my hope I can earn your trust and support as I undertake this important Constitutional Office.

            When announcing I was going to run for Clerk of Circuit Court, and not seek re-election to the House of Delegates, I stressed the desire to serve as Clerk for all the citizens of Augusta County. It is my intention and promise to the citizens of Augusta County to serve everyone no matter what political party they may support or circumstance and background they may have. The Clerk’s Office is not a partisan office and should not be partisan in fulfilling the over 800 responsibilities spelled out in the Code of Virginia.

            During the campaign we issued detailed goals and objectives that I hoped to accomplish during the approximately four years remaining in the unexpired eight-year term of the Clerk of Circuit Court. It will be my commitment to work with the staff of the Clerk’s Office to investigate, and then implement those goals and objectives with the understanding the work can be accomplished with the resources available, and by the staff within their available workload. It is my intention to begin immediately once sworn into office to work directly with the Clerk’s staff and learn each job within the office. It is also my intention to work to create the Clerk of Circuit Court’s Advisory Committee as soon as possible.

            These are the things I promised to accomplish if elected, and these are the things I intend to work to accomplish within the next four years. Again, I sincerely thank the voters of Augusta County for entrusting me with this important job, and I want to thank my family, friends, and campaign supporters for their hard work in this past election to give me the opportunity to serve as Augusta County’s 17th Clerk of Circuit Court.

Message from Delegate Steve Landes

            For over 20 years it has been my honor to serve a great number of the citizens of Augusta County in the Virginia House of Delegates. This support and public service has allowed me to become the Chairman of the House Education Committee and Vice Chairman of the House Appropriations Committee, including serving as a House Budget Conferee. In addition, it has been rewarding to have had a career in business for over 20 years as well, including banking and financial services. I am the only candidate who has managed people in both the public and private sectors. At the same time, it has been a privilege to serve the community in which my family has lived during that same time period as a two-time Past President and a Member of the Weyers Cave Ruritan Club, and as an Elder and Member of Mount Horeb Presbyterian Church. 

            Earlier this year when the incumbent Clerk of Circuit Court decided to step down and retire early, having served only three of eight years in the term, the opportunity to run and serve as Clerk of Circuit Court for Augusta County became a possibility. The Clerk of Circuit Court position is an elected office I have had a sincere desire and interest to serve in the past, but neither the opportunity nor the timing was right in previous elections. This year both the opportunity and the timing were right because of my desire to continue to serve the people of Augusta County based on my past public and private sector experience. 

            In addition to my sincere desire to serve as Clerk of Circuit Court I am the only candidate with a detailed and original plan on goals we hope to accomplish, with the help of the tremendous staff who work so hard for the citizens of Augusta County in the Clerk’s Office. My work with the State Budget and Budget process makes me uniquely qualified as the fiscal steward of the Clerk’s Budget, and funds collected by the office. In addition, I am the only candidate with both business and government supervisory management experience of staff. This public and private sector experience makes better qualified to bring efficiencies and cost-effective solutions to the Clerk’s Office so Augusta County’s citizens can be served well. 

            Our goals include a plan to use technology to provide more efficient and cost-effective service to the public, which will save staff time, and potentially save the taxpayer money. We would like to offer, if possible, plastic card versions of the Concealed Weapons Permit issued and processed by the Clerk’s Office. As a long-time member of the House Education Committee, we would also like to work with local schools to provide educational opportunities to Augusta County students and teachers regarding the Clerk’s Office responsibilities, and Augusta County history. To provide better communication with the Clerk’s Office we also want to create a Clerk of Circuit Court Advisory Committee with Augusta County citizens providing input and advice.  

            We have worked hard to reach out to voters across Augusta County since April when I officially received the Republican nomination as Clerk of Circuit Court. We have knocked on over 6,500 doors in every part of the county. I have attended numerous Ruritan Club and civic club meetings, and I have attended over a hundred church, community, and business events across Augusta County. We have worked hard to meet with and speak with voters to earn their support. It has always been my belief you cannot represent and serve citizen unless you listen to them and reach out to them. To work for the people, you must go to their homes and their communities, and that is what I have done in every election for which I have been a candidate, including this one. 

            During this campaign we have stressed my experience and service, and what plans and goals I would propose if elected by the citizens of Augusta County to be their Clerk of Circuit Court. I am fortunate to also have the backing, support and endorsement of over 29 current and former Augusta County elected officials and candidates. I am grateful to have the endorsement and support of Former Augusta County Clerk of Circuit Court John Davis, who has agreed to serve as Chairman of my proposed Clerk of Circuit Court Advisory Committee. 

            I am also very proud to have the support of 10 current and past Clerks of Circuit Court from across the Commonwealth of Virginia, many of whom have served as President of the Clerk of Court Association of Virginia. These Clerks of Circuit Court with over 200 years of service include:

            I was honored to be recognized by the Clerk’s and was named the Legislator of the Year by the Clerk of Court Association of Virginia in 2014. 

            We have run a positive and issue-oriented campaign. Unfortunately, some of my opponents and their supporters have found it necessary to question my character, and motivations for seeking to become Clerk of Circuit Court for Augusta County. My parents instilled in my brother and sisters at an early age that everyone needs to give back and serve their community in some form or fashion. Some volunteer, others coach youth teams, and some are called to public service. It has been my honor to serve in elected office and serving elected office has been my way to give back to the community I have called home for almost my entire life. As I noted earlier, I sincerely and honestly want to serve the people of Augusta County as their Clerk of Circuit Court. 

            It has been an honor and privilege to serve a great number of the citizens of Augusta County in the Virginia House of Delegates. The people of Augusta County have supported my election to that office twelve times, for which I am so grateful. Now I ask for your vote to become the 17th Clerk of Circuit Court in the history of Augusta County since 1745 on Tuesday, November 5th. I promise to work hard, listen to your concerns, and provide honest and dedicated service to the citizens of Augusta County, and to support the hard-working staff in the Office of the Clerk of Circuit Court.

This endorsement was awarded based off my ideas on Concealed Weapons Permits, including my plans to issue plastic Concealed Weapons Permit cards rather than paper permits. In addition, I have agreed to work with the VCDL on reducing the costs of Concealed Weapons Permit fees as well.

In addition, I have announced the leadership of my proposed Clerk of Court Advisory Committee.

It is an honor to have Former Augusta County Clerk of Circuit Court John Davis agree to serve as the Chairman of the Clerk of Court Advisory Committee, which I will form if I am elected as Clerk on November 5. I am proud to have his support, as well as that of Augusta County Pastures Supervisor Pam Carter, and Frontier Culture Museum Trustee Chairwoman Peggy Sheets, who have also agreed to serve on the Advisory Committee.

This committee was previously announced as part of my proposed goals for the Clerk office if elected in November. The individuals on this committee would be citizens of Augusta County, and at least two each would be selected from the Augusta County Bar Association, Greater Augusta Association of Realtors, Augusta County Historical Society, and Augusta County Genealogical Society. The purpose of the Committee would be to provide advice to the Clerk of Circuit Court on various issues pertaining to the office.

If elected on November 5th by the citizens of Augusta County as the 17th Clerk of Circuit Court it is my intention to pursue nine goals and investigate and implement these objectives if possible. These goals broadly will include: Innovating and Working for All the citizens of Augusta County, Preserving and Promoting the History of Augusta County, and Seeking Input and Advice from the citizens of Augusta County. 

These detailed plans have been thoroughly considered and reviewed with parties familiar with the responsibilities of the Clerk of Court. Once elected, these goals would continue to be investigated and implemented if possible after consultation with the staff of the Clerk of Circuit Court’s office.

Rebecca is currently a senior at Bridgewater College and is pursuing a double major in Business Administration and Psychology. She strives to begin a career in marketing, specifically related to market research. Because she has grown up in Rockingham as well as Augusta County, she has become quite fond and familiar with the community and the beauty it has to offer. Through assisting with Steve Landes’ campaign, she hopes to reach as many people as possible to help promote Steve’s aspiration for positive change in Augusta County.

Since my last email, my campaign team and I have attended events & parades all over Augusta County like Middlebrook Village Days and Lawn Parties & Parades in Weyers Cave & Grottoes. Team Landes spent Primary Day talking with over 1,000 voters at precincts in Fort Defiance, Fishersville, Greenville, Verona, Ridgeview and Wilson!
