I hope this email finds everyone doing well and staying safe. My focus this month is to provide updates from the Clerk's Office including our grant application and the restored records my office received.
I have also included the latest photos from the Augusta County Courthouse virtual photograph tour.
The Augusta County Circuit Court Clerk's Office will be closed for the Thanksgiving State Holiday beginning at 12 noon on Wednesday, November 25, and then Thursday, November 26, and Friday, November 27. We hope you and your family have a wonderful Thanksgiving Holiday! We will reopen Monday, November 30th for our regular office hours from 8:30 a.m. to 5 p.m.
Appointments Needed for Entry
Appointments are still necessary due to the COVID-19 Pandemic to complete business at the Augusta County Circuit Court Clerk's Office. So please note, appointments scheduled in advance are required for entry into the Courthouse, call 540-245-5321. Those with appointments will be asked COVID-19 screening questions and have their temperature checked upon arrival. Thank you for your understanding, and cooperation!
Augusta County Clerk Receives Restored Records and Applies for Grant
The Clerk's office recently received four important historic records back after extensive conservation work was completed on each record book. The restored records include: Deed Book No. 2 Part 2; Freedman’s Bureau Record of Freedmen 1865-1868, Deed Book 103, and Marriage Register Colored 1863-1887.
“The Augusta County Circuit Court Clerk’s Office was very pleased to have been successful in obtaining the 2019 Library of Virginia Circuit Court Records Preservation Program Grant so that these four important records could be preserved for future generations,” Landes said. “I want to thank my predecessors in their diligent efforts to preserve and conserve Augusta County’s historic records, and I am committed to doing the same during my tenure as Clerk.”
The Clerk’s Office has applied for these grants since 1994, and the most recent application was submitted on September 22, 2020, which will cover the 2021 grant cycle. The most recent grant requests funds to restore and conserve Will Book No. 3 (1761-1767); Marriage Register Colored 1888-1910; Deed Book 29 (1796-1798), and Order Book 24 (1796-1799).

Virtual Photograph Tour
This is week twenty-seven of our Augusta County Court House virtual photograph tour. This is the basement Scanning Room where oversized plats are scanned into our land record system for public viewing. We also have old land records and old marriage records housed in this room. In the future we hope to add another scanner and begin digitizing our historic records as well.
This is week twenty-eight of our Augusta County Court House virtual photograph tour. This is our Plat and Server Room in the basement of the Courthouse. Our Evidence Vault is located in this room as well.
This is week twenty-nine of our Augusta County Court House virtual photograph tour. This is the Basement Hallway going to our Basement Record Storage areas. According to at least several vendors and staff this is also the area ghosts have been seen.
This is week thirty of our Augusta County Court House virtual photograph tour. This is the server area, and evidence vault for our Plat and Server Room in the basement of the courthouse. We just completed an extensive upgrade of both the cabling and our record servers.
This is week thirty-one of our Augusta County Court House virtual photograph tour. This is the Election and Civil Basement Store Room. All election records are kept in this room, along with confidential civil files. The room is double locked for security.

I hope this email finds everyone doing well and staying safe. My focus this month is to provide an update regarding the Courthouse Project and the Courthouse entry policy. I have also included details regarding the two proposed amendments for 2020 to the Virginia Constitution. In addition, I have included the latest photos from the Augusta County Courthouse virtual photograph tour.
Courthouse Project Update
Augusta County has submitted an application for a certificate of appropriateness to the City of Staunton’s Historic Preservation Commission. The application includes descriptions, drawings, photographs, plans, and documentation that are required by the commission.
The commission will discuss the proposed certificate of appropriateness at a public meeting on October 27, 2020. The County looks forward to a decision about the application at that time.

Open By Appointment
Please note, appointments scheduled in advance continue to be necessary for entry into the Courthouse. Those with appointments will be asked COVID 19 screening questions and have their temperature checked upon arrival.
Constitutional Amendments
I hope that you will consider voting “YES” on Ballot Question 1, which will be listed after the Presidential, Congressional, and Senatorial candidate listings. Voting “Yes” to Amendment 1 will create a bi-partisan citizen-led redistricting committee made up of an equal number of republicans and democrats to end partisan gerrymandering.
Redistricting will occur in Virginia in early 2021 after the federal census is completed as mandated by the Virginia Constitution. If Ballot Question 1 fails, the party in control of the House of Delegates and the Senate will draw their own districts.
I hope you also consider voting “YES” to Ballot Question 2. Voting “YES” to Amendment 2 allows an automobile or pickup truck owned and used primarily by or for a veteran of the United States armed forces or the Virginia National Guard who has a one hundred percent service-connected, permanent, and total disability to be free from state and local taxation.

Clerk's Office Adds Historic Records Assistant
Matthew J. Wingfield of Harrisonburg has joined the Augusta County Circuit Court Clerk’s Office as the part-time Historic Records Assistant. Mr. Wingfield has a Bachelor of Arts in History & Political Science from Emory & Henry College, and a Master of Arts in History from James Madison University.
We are very pleased to have Matthew Wingfield join the Clerk’s Office as our very first staff person to assist specifically with the preservation and conservation of Augusta County’s very significant and historic records. Matthew brings to our office great experience and background in history and historical research.

Clerk's Office Names First Student Interns
Hannah E. Davis and Blake D. Rodgers have been named the Fall Semester Clerk’s Interns. These are the first two students to be selected for the Clerk’s Office Internship Program.
I am very proud to have both Hannah and Blake join the Clerk’s Office as our very first student interns selected for the Clerk’s Office Internship Program. We look forward to having both students serving in the office for the Fall Semester and hope to provide this opportunity to other students in the future.

I hope this email finds everyone doing well and staying safe. My focus this month is to highlight the Clerk of Court Advisory Committee along with the latest photos from the Augusta County Courthouse virtual photograph tour.

Augusta County Circuit Court Clerk’s Advisory Committee Selected
Members of the Augusta County Circuit Court Clerk’s Advisory Committee have been selected. Retired Augusta County Circuit Court Clerk John B. Davis has agreed to serve as Chairman, and 11 members, and two alternate members have agreed to serve.
“The Augusta County Circuit Court Clerk’s Office will greatly benefit from the those in our community who have agreed to serve on the Clerk’s Advisory Committee,” Landes said. The formation of this Advisory Committee will also full fill an important promise and commitment I made to the people of Augusta County during the election last year.”
The Mission of the Augusta County Circuit Court Clerk’s Advisory Committee is to provide advice when requested to the August County Circuit Court Clerk on aspects of the operations of the Clerk’s Office to better serve the citizens of Augusta County. The Augusta County Circuit Court Clerk’s Advisory Committee will be comprised of the Chairman, who will be selected by the Clerk of Circuit Court, and 11 Committee Members, who were asked to serve by the Clerk of Circuit Court.
The membership will include one representative each from the Augusta County Bar Association, Augusta County Genealogical Society, Augusta County Historical Society, Staunton-Augusta County African American Research Society, and Greater Augusta Regional Chamber of Commerce. An alternative representative may be selected from each group as well. In addition, there will be at least one member from the Augusta County Board of Supervisors, and one member from the Augusta County School Board. The remaining five members will be at-large citizens of Augusta County.

I was honored to be presented with a copy of House Resolution 141 by Delegate Chris Runion, honoring my service in the Virginia House of Delegates. It was very different receiving this honor, after having presented many resolutions to local and state leaders honoring them.

This is week fifteen of our Augusta County Courthouse virtual photograph tour. This is the Record Room extension, where the public can do research of our extensive records both online by computer and by pulling books. This part of the Courthouse was expanded in 1939 through a Works Project Administration or WPA project.
This is week sixteen of our Augusta County Courthouse virtual photograph tour. This is a back Record Room where the Judge's Law Clerks work. If you look at the ceiling you can see where a cast iron spiral stair case once ascended to the room above, which is now the Clerk's Office.
This is week seventeen of our Augusta County Courthouse virtual photograph tour. This is the Courthouse's Old Coal Bunker, which now serves as a store room for decorations, plat sleeves and extra carpet. You can still see some of the water, which flowed into this room recently. The Courthouse was heated by coal for many years.
This is week eighteen of our Augusta County Courthouse virtual photograph tour. This is our Break Room/Supply Room. Staff eats lunch here and can get supplies they need. At one time this room housed the old microfilming equipment that was used to copy records.
Recently, I had the opportunity to meet with my fellow Clerk of Circuit Court for Rockingham County and the City of Harrisonburg, Chaz Haywood, along with our Historic Records Assistant Matthew Wingfield. We discussed his historic record preservation program, and also were given a tour of the historic Rockingham County Courthouse, who was designed by T.J. Collins, the architect of the Augusta County Courthouse.

Additionally, I want to provide you with the newest photos from the Augusta County Courthouse virtual photograph tour.

Clerk's Office Internship
The Clerk’s Office is seeking high school and college students who wish to serve as interns. The Clerk’s Office will provide internship and mentorship opportunities to students who are interested in Virginia Government, the Virginia Judicial System or the law.
The Augusta County Circuit Court Clerk’s Office if very pleased to offer this unique educational opportunity to young people in Augusta County. These internships will allow our young people to see first-hand the work of the Circuit Court and the Clerk’s Office.
Interns will assist the Clerk’s Staff with several assignments and tasks. Interns may be assigned to work with the Clerk’s Staff in the Civil, Criminal, Court Administration, Land Record, Probate, and Accounting Divisions in the office. For those interested in applying to become a Clerk’s Office Intern, they should apply using the link below. Internship candidates will be required to complete an application and submit a cover letter and resume expressing their interest in serving.
**Please note, one college student and one high school student will be selected to serve as office interns each semester. A college student intern has been selected for the upcoming Fall 2020 semester. At this time, only high school student applications will be considered until the high school student position is filled.**

Augusta County Announces Disaster Recovery Grants for Sole Proprietors
The Augusta County Economic Development Authority announces the release of a Disaster Recovery Grant Fund to help sole proprietors who are suffering from the costs of business interruption due to COVID-19.
The competitive grant will provide $1,000-$5,000 cash per eligible grant recipient, and applications are due by 9 a.m. on August 7, 2020. Awarded grantees will be notified by August 14 and disbursement checks will be mailed by August 21.
Eligible businesses must be located in Augusta County, locally operated, and the business owner must derive a main source of income under the applicable business. Additionally, this grant is for businesses who have not received or been awarded loans under any federal program, including loans from Small Business Association programs.

I hope this email finds everyone doing well and staying safe. My focus in this month’s newsletter is to inform you on the latest announcements regarding the Augusta County Clerk of Circuit Court's Office and COVID-19.
In addition, I want to provide you with the newest photos from the Augusta County Courthouse virtual photograph tour.
Most importantly, this Memorial Day I wanted to take the opportunity to remember all those who have fallen and died in service of the United States. Let us always remember their sacrifice to protect our Liberty and Freedom. May we remember them and their families.
Clerk Of Circuit Court Announces Court Safety Protocals
The Augusta County Circuit Court and the Augusta County Circuit Court Clerk’s Office want to do everything we can to protect the public, professionals and staff who need to appear for court cases. For those who do not need to enter the courthouse we continue to encourage citizens to go online to access services where possible or contact the Clerk’s Office by telephone.
The safety protocols include limiting the number of persons in the courtrooms at one time to only attorneys, necessary witnesses, interpreters, court personnel, court reporters, bailiffs, others deemed necessary by the court, and members of the media. Because of space limitations, not all witnesses may be allowed in the courthouse, but may be contacted by their attorney when to appear.
Augusta County COVID-19 Resources
Week two of the Augusta County Courthouse virtual photograph tour showcased our Jury Room, which has been restored to it's 1900s Victorian era look. If you serve on a Civil or Criminal Jury, or a Grand Jury this is where you would deliberate with your fellow jurors.
Week three of our Augusta County Courthouse virtual photograph tour highlighted the architectural detail of the Courthouse Portico columns and portico ceiling. The building Architects were T.J. Collins and Son, and the Contractors were A.F. Withrow and Co.
Week four of our Augusta County Courthouse virtual photograph tour featured what I call the Courthouse History Hallway from the ground floor going up to the second floor. Historic items include the Beverley Manor Grant Corner Stone from September 6, 1736 in the second photograph, and other important historic documents from Augusta County's early history.
Week five of our Augusta County Courthouse virtual photograph tour highlighted the Historic Record Room in the basement of the Courthouse. These historic records go back to 1745. We are working on a short and long-term plan for the preservation of this important Augusta County History.
On this Memorial Day we continued week six of our Augusta County virtual photograph tour. These are the Memorial Plaques on the front of the Courthouse remembering those who paid the ultimate sacrifice in World War I & II, the Korean & Vietnam Wars, and Iraq & Afghanistan Wars from Augusta County, Staunton and Waynesboro.

I hope this email finds everyone doing well and staying safe. My focus this month is to inform you on the impacts that COVID-19 has had on the Augusta County Clerk of Circuit Court's Office and to encourage the use of our online services. Lastly, I wanted to leave you with two photos of our beautiful courthouse with the Virginia, United States, and Augusta County flags illuminated at night, and an aerial view to serve as message of hope in this time of uncertainty.
COVID-19 & Circuit Court Access Limitations
Per a Circuit Court Order issued on Friday, March 13, access to the Augusta County Courthouse will be limited. Augusta County Sheriff’s Office Deputies, who provide security at the Courthouse, will be screening individuals entering the Courthouse.
The Augusta County Circuit Court and the Augusta County Circuit Court Clerk’s Office want to do everything we can to protect the public who need to do business at, and our staff who work at the Augusta County Courthouse. For those who do not need to enter the Courthouse we encourage citizens to go online to access services where possible.
Concealed Handgun Permit Applications Can Be Completed Online
Citizens who are applying for Concealed Handgun Permits are encouraged to go online to complete the application to bring to the Circuit Court Clerk’s Office. By going to the Augusta County Website, and clicking on the Government Section, and then choosing the Circuit Court Clerk’s webpage you can find the online application.
In the past three months the Circuit Court Clerk’s Office has received a great number of Concealed Handgun Permit applications, many of which citizens completed by hand. Completing the application online saves the citizens time and provides them a copy they can print to bring to the Clerk’s Office for new permit applications, or mail in for renewal permit applications.

It has been a busy few weeks in the Augusta County Clerk of Circuit Court's office!
The office has welcomed three new staff members and saw a change to the business trade name process. I also had the opportunity to attend new Clerk of Court Orientation in Richmond that concluded with a tour of the Supreme Court of Virginia.

New Staff Members (From Left to Right):

I'm please to announce that three new staff members joined the Augusta County Circuit Court Clerk’s Office in February. The positions of Deputy Clerk – Criminal Division, Deputy Clerk – Land Recorder, and Administrative Assistant were recently filled.
Christina J. Wiskeman of Head Waters will serve as Deputy Clerk – Criminal Division. Mrs. Wiskeman is a former small business owner and educator in Alaska, and most recently worked locally as a Customer Service Representative with Summit Community Bank. Lisa A. Eye of Staunton will serve as Deputy Clerk – Land Recorder. Mrs. Eye is a former Instructional Aide with the Augusta County Public Schools, Reader Advisor with the Staunton Public Library, and most recently served as the Talking Book Center Supervisor for the Library. Nancy B. Hevener of Churchville will serve as Administrative Assistant. Mrs. Hevener has worked as a bookkeeper and office assistant for a construction company, and most recently served as a Teller and Customer Service Representative for First Bank & Trust.

Change to Business Trade Name Process Began January 1
As of January 1, 2020, new business based in Augusta County must register their fictitious business or trade name with the Virginia State Corporation Commission. The Augusta County Clerk of the Circuit Court will no longer accept new certificates of assumed or fictitious names.
